Local safeguarding plan
The municipal plan organises alerting, information, protection and support of the population locally. In France it is mandatory for municipalities with an approved risk-prevention plan, and must be reviewed at least every 5 years.
1 · Risk assessment
- List local hazards (official maps, Géorisques equivalents)
- Identify what is at stake: population, sensitive sites (schools, care homes), networks
- Map exposed areas
2 · Crisis organisation
- Municipal command post and cells
- Directory and on-call rota
- Mission sheets by function
3 · Alerting & informing the population
- Alerting means (sirens, mobile unit, link with national alert)
- Ready-to-send template messages
- Register of vulnerable people (heat / cold plan)
4 · Resources & support
- Emergency shelter locations (capacity, agreements)
- People and equipment available
- Agreements with approved charities and businesses
5 · Keep it live
- Update at least every 5 years
- Periodic municipal exercise
- Inform the population (preventive information)
