Keep the local safeguarding plan alive

Municipalities with a safeguarding plan are required to exercise it periodically. Three formats, from the lightest to the most demanding.

Involve elected members, staff and, where possible, volunteer reserves and accredited associations.

๐Ÿ’กAlternate low-cost table-top exercises with field exercises. Involve local partners โ€” fire service, schools, accredited charities โ€” and write up a debrief that actually updates the plan.

The plan tabletop

Goal. Activate the municipal command post cold, without deploying anyone on the ground.

How it runs

  1. Gather the municipal team for two hours around a hazard plausible in your area.
  2. Work through the plan's role sheets; the facilitator injects a complication every twenty minutes.
  3. Keep the log and note every blocking point.

Debrief โ€” the questions to ask

  • Did every role sheet have a holder present and a deputy?
  • Was the crisis directory accurate?
  • Which decisions belong to the mayor, which to the state representative?

The public-alert test

Goal. Check the message goes out fast, and that it is understood.

How it runs

  1. Draft a short template message: what, where, what to do, where to get information.
  2. Test each planned channel: mobile units, siren, social media, door-to-door.
  3. Have someone outside the service proofread the message.

Debrief โ€” the questions to ask

  • How long between the decision and the broadcast?
  • Was the message understandable without context, including in plain language?
  • Were the people on the vulnerable-persons register reached?

Opening a reception centre

Goal. Test emergency accommodation: venue, equipment, people, register.

How it runs

  1. Pick a venue listed in the plan and actually open it, for half a day.
  2. Deploy the planned equipment and test receiving ten notional people.
  3. Keep the reception register and check the site's accessibility.

Debrief โ€” the questions to ask

  • Was the equipment on site, working, and in sufficient quantity?
  • Is the site accessible to people with reduced mobility?
  • Who staffs the centre at night and at weekends?
